Most popular products are those marketed as having medicinal benefits, and the FDA has never approved a medical product that claims to be a cigarette substitute.
So, companies produce products to help people, and then go on to market products that help them quit smoking.
There are other types of products that have been marketed as smoking cessation products, and the FDA has only approved a few of them, including nicotine replacement patches, lozenges, gums, mouth spray, etc. The FDA has not approved products that say, "Smokeless tobacco is an effective smoking cessation product," because that is a product that people would not use, and the FDA will never approve one.
